When COVID-19 disrupted households across New York State, thousands of residents faced unprecedented financial uncertainty and housing instability. In response, the New York State Rent Relief Program was launched to provide critical support to tenants struggling to meet their housing obligations. Penda Aiken, Inc. (PAI) was engaged to provide staffing support for this high-impact public response effort.
Rapid Workforce Mobilization
To meet the urgent needs of the program, PAI helped build and deploy a team of 50 remote case managers responsible for reviewing rent relief applications and supporting applicants throughout the process.
These professionals served as the frontline of the program, working directly with residents to:
- Review and validate applications
- Assist applicants in completing required documentation
- Ensure eligibility determinations aligned with state-mandated criteria
By combining strong customer service capabilities with a technical understanding of program requirements, the team helped applicants—many navigating the process for the first time during an unprecedented crisis—receive clear guidance, timely responses, and support through each step of the application review process.
Compliance, Quality Assurance, and Oversight
Because the program involved public funding, sensitive applicant information, and state-mandated eligibility requirements, compliance and accountability were central to the staffing model. PAI supported this through a structured onboarding and workforce management approach that included:
- Comprehensive orientation aligned with agency expectations
- Background checks for all staff prior to deployment
- Prequalification screening and multi-stage interview processes
- Continuous coordination with agency supervisors on performance and staffing adjustments
All case managers operated under agency oversight, with performance feedback loops and remediation processes in place to help maintain service quality, consistency, and compliance throughout the program lifecycle.
Flexible Program Support
The dynamic nature of pandemic response required a staffing model that could quickly adjust to changing program demand. PAI addressed this by maintaining a pipeline of pre-qualified backup personnel, allowing the program to scale up, replace staff, and sustain operations without unnecessary disruption.
Administrative processes, including time tracking and approvals, were closely coordinated with agency staff to support transparency, accountability, and proper oversight of workforce activity.
Community Impact
Through this engagement, PAI supported the delivery of a critical statewide program valued at over $1 million and executed between July 2020 and December 2021.
More importantly, the initiative helped support New York residents during a period of economic hardship and housing instability. The engagement demonstrated how a well-structured staffing strategy can directly contribute to public service outcomes when speed, empathy, compliance, and accountability are required at the same time.
